State agency's top construction stormwater inspection findings

At this year’s Water Environment Federation Technical Exhibition and Conference (WEFTEC) in Chicago, Karen Katamay of the Illinois Environmental Protection Agency (IEPA) shared the top construction site erosion control and sediment control findings her staff make when inspecting construction sites.

Here are the most common issues IEPA inspectors find:

  • Paperwork is not posted or available for review.
  • Inspection reports are missing, incomplete, or do not reflect site conditions.
  • Contractor does not correct inspection findings within a reasonable time, if at all.li
  • The Stormwater Pollution Prevention Plan (SWPPP) is incomplete.
  • The erosion control and sediment control practices are inadequate for site conditions.
  • The site operators are not following stabilization requirements.
  • Incidents of noncompliance are not submitted to the appropriate regulatory authority.
  • Discharges of sediment or concrete washout discharges have occurred.
