National Summary
Fugitive emissions are emissions from facilities or activities that could not reasonably pass through a stack, chimney, vent, or other equivalent opening. In general, fugitive emissions are regulated by the state permitting agency. There are various methods for controlling fugitive particulate matter emissions. The primary method of controlling fugitive volatile organic compounds from leaks is a leak detection and repair program.
